A clear and fair approach to anti-social behaviour.
A clearer and more consistent approach to tackling antisocial behaviour is to be introduced under a new joint council policy.
At a meeting of Cherwell District Council’s executive on 7 November, councillors approved a draft joint anti-social behaviour policy, subject to public consultation. The draft policy is recommended for approval at South Northamptonshire Council (SNC)’s cabinet on 14 November.
The policy will reflect recent Government legislation, giving residents access to clear and accurate information about the powers being used to tackle anti-social behaviour.
Cllr Tony Ilott, Cherwell’s lead member for public protection, said:
“This updated policy is intended to make the service more efficient, fair and transparent across Cherwell and South Northamptonshire.
“People have a right to enjoy their homes and public spaces without unreasonable interventions from others. When this right is infringed, we will put victims first.
“In most cases we can deal with anti-social behaviour through early, informal interventions, and effective information sharing. However, when this does not work, the councils have a range of formal powers they can use. These are flexible and effective, allowing us to protect victims in a wide range of situations.”
Subject to the approval of the SNC cabinet on 14 November, the policy will be published as a draft on both councils’ websites for a period of four weeks, in order for the public to make their comments. Statutory partners will also be consulted pending next week’s decision.
The policy sets out how the councils will support those who report anti-social behaviour, including commitments to: pass on reports of criminal behaviour to the police, appoint named lead officers to each case, fully investigate each report, and close each case within eight weeks.
Although most cases can be addressed with informal interventions Cherwell and SNC may also use formal powers where an informal approach has not worked. The councils could use a range of powers and sanctions including community protection notices, public space protection orders, closure powers, civil injunctions and acceptable behaviour contracts.
To tackle anti-social behaviour, Cherwell and SNC have a dedicated shared Safer Communities Team which works in partnership with organisations such as; Thames Valley and Northants police forces, the Youth Offending Service and registered local landlords.
